DEVELOPED FOR POLICE ADMINISTRATORS AND TRAFFIC COMMANDERS BY THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE, THIS MANUAL PROVIDES MODEL POLICE TRAFFIC SERVICES POLICIES.
Abstract
POLICIES SHOULD INFORM THE PUBLIC AND THE DEPARTMENT EMPLOYEES OF THE PRINCIPLES WHICH WILL BE ADHERED TO IN THE PERFORMANCE OF LAW ENFORCEMENT. THEY SHOULD ESTABLISH OPERATIONAL STANDARDS TO ASSIST DEPARTMENT EMPLOYEES IN EXERCISING DISCRETION AND SHOULD BE STATED IN GENERAL TERMS TO ENCOMPASS MOST POLICE JOB SITUATIONS. EACH POLICE DEPARTMENT WILL NEED TO DEVELOP THEIR OWN POLICIES ACCORDING TO THEIR PARTICULAR REQUIREMENTS, AND THE POLICIES CONTAINED IN THIS MANUAL CAN BE USED AS GUIDELINES. THESE POLICIES PERTAIN TO SUCH AREAS AS THE FOLLOWING: (1) TRAFFIC LAW ENFORCEMENT--TRAFFIC ENFORCEMENT TOLERANCE AND LATITUDE, TICKET FIXING, AND SUSPENDED AND REVOKED LICENSES; (2) ACCIDENT INVESTIGATION--ACCIDENT REPORTS, ACCIDENTS ON PRIVATE PROPERTY; (3) MOTORIST SERVICES--FUEL TRANSFER, ASSISTANCE TO STRANDED MOTORISTS AND HIGHWAY USERS; (4) ADMINISTRATIVE REGULATIONS--MOTORISTS ESCORTS, POLICE TRAFFIC ACTIVITY DEFINITIONS, AND CITIZEN COMPLAINTS; AND (5) STAFF AND ADMINISTRATIVE SERVICES--COURT APPEARANCES, SPECIALIZATION AND GENERALIZATION OF SERVICES, TRAFFIC BULLETINS, BUDGET FORMULATION AND CONTROL. THE POLICIES ARE ARRANGED BY NUMBERS (RELATING TO ISSUANCE DATE) WITHIN SUBJECT CATEGORY AND ARE CONTAINED WITHIN FORMATS LISTING THEIR REFERENCES, DISTRIBUTION, SPECIAL INSTRUCTIONS, REEVALUATION DATES, AND STATEMENTS ON PURPOSE AND METHOD.
