The Maryland Commission on Correctional Standards is responsible for setting and enforcing mandatory and approved standards for all adult correctional facilities and for providing technical assistance to those facilities upon request. This report covers fiscal years 1989-1991.
Abstract
During the reporting period, the Commission initiated the development of a corps of "duly authorized inspectors;" employees of local, private, and State correctional facilities who will volunteer to participate in peer review audits. The Commission approved the first revision to the Minimum Standards for Adult Detention Centers and Adult Correctional Institutions since February 1986, and significant changes to the Administrative Procedures were approved. The Commission completed its fourth full audit cycle between July 1988 and December 1990. In December 1988, a long-range planning document, outlining future directions for the Commission, was finalized. This report summarizes Commission audit results, meetings of the Commission, long- range planning activities, Advisory Board activities, technical assistance, special projects, and jail statistics. 4 figures and 4 appendixes
