Prepared by Montana's State planning agency, this report summarizes the efforts of criminal justice and other State agencies to improve the criminal justice system between 1969 and 1980 under LEAA grant programs.
Abstract
Following a brief history of LEAA, the report describes the organization and membership of Montana's State planning agency -- the Board of Crime Control (BCC). Areas covered include the regional planning structure, total Federal grants received over the last 5 years, and subgrants awarded by region between 1969 and 1980. Matching requirements as well as block grant and subgrant application processes are outlined. A review of the BCC's major achievements begins with manpower funding which has subsidized salaries of deputy probation officers, law school interns, and a supreme court administrator. Grants have supported specialized training for criminal justice workers, built a canine academy, and sponsored conferences for law enforcement and other criminal justice personnel. Other projects involved the acquisition of sophisticated police equipment and physical improvements to jails and courthouses. Special impact programs focused on reducing burglaries and diverting status offenders. BCC-administered funds have established community crime prevention projects, substance abuse treatment centers, a 24-hour hotline for crisis intervention, computerized information systems, and alternatives to secure detention for juveniles. Money marked for corrections contributed to a new State prison, diversion programs, and substance abuse counseling at correctional facilities. The report also identifies selected discretionary grants that were awarded by the BCC. Maps, charts, and photographs are included.
