Abstract
This Memorandum of Agreement between the U.S. Department of Justice (DOJ) and Shelby County, TN, was entered into on December 17, 2012. The Agreement was established to address the administration of juvenile justice for children facing delinquency charges before the Juvenile Court of Memphis and Shelby County (JCMSC), and the conditions of confinement for children at the detention center operated by the JCMSC. The Agreement was developed following an investigation by DOJ into JCMSC's administration of juvenile justice and conditions of confinement for children that appeared before the court. The various sections of this Agreement detail the definitions used in the Agreement, the substantive remedial measures implemented by DOJ at the JCMSC, development and implementation of a community outreach program by JCMSC, provision of technical assistance to JCMSC by the DOJ for policy and procedure development, immediate implementation of the Agreement by JCMSC and monitoring of the progress made by JCMSC following implementation of the Agreement's provisions, enforcement and termination of the Agreement, and the general provisions of the Agreement.
