This annual report describes the activities of the Metropolitan Police Department of Washington, D.C., during fiscal year 1977.
Abstract
The department is staffed by approximately 4,100 individuals and is divided into 4 bureaus, including the field operations bureau, administrative services, technical services, and inspectional services. The field operations bureau provides services in the areas of patrol, criminal investigations, traffic, special operations, and youth services. In 1977, five special patrol footbeats were established in the second district to handle traffic and minor complaints, thus releasing scout cars for more serious calls. Radar operations were instituted in the fourth district to reduce speed violations, and a civilian observer program was implemented by the fifth district. Combined efforts of the first district patrol and the community services section reduced truancy and shoplifting offenses. Reported offenses in the department's jurisdiction totaled 49,789 in fiscal 1977, down 3 percent from 1976. Homicide's total of 193 cases was the first under 200 reported for any 12-month period since the late 1960's. Rape, robbery, aggravated assault, and burglary cases also decreased in 1977.
