General Accounting investigators have found that over the last several years, the Treasury disbursed millions of dollars for duplicate and forged Government checks which were not charged to appropriations and were not handled in accord with all applicable laws.
Abstract
The Treasury's handling of these payments is deemed to raise important policy questions which the Congress should address to see if legislative revisions are needed or the Treasury's procedures should be changed. The Treasury's failure to accurately account for and control the accounts receivable resulting from duplicate payments and forgeries precludes assurance that millions of dollars will be collected promptly. Poor procedures in initiating collection action and not adhering to prescribed collection standards have also delayed recovery of the funds. (Author summary modified)
