The importance of cooperation between police officers and volunteers is emphasized. General guidelines cover the selection process for civilian volunteers, basic rules the volunteers should follow, volunteers' duties, and the role of the Detroit police reserves. Guidelines on handling the public cover interactions with people who walk into the ministation, telephone procedures, the city government's telephone system, emergency situations, and referrals to local agencies. Also covered are instructions on taking information. Files and procedures for crime analysis, community crime prevention activities, supplies, a glossary of terms, and a city and police department telephone directory are included.
