POLICY CHANGES FOR CORRECTIONAL REFORM WERE ANNOUNCED IN THIS STATEMENT.
Abstract
IN ORDER TO CORRECT SOME ABUSES OF THE TEMPORARY ABSENCE LEAVE, THE COMMISSIONER HAS RESCINDED ALL 'BACK-TO-BACK' 15-DAY AND 3-DAY LEAVES. THIS HAS, IN EFFECT, RETURNED MUCH AUTHORITY TO THE NATIONAL PAROLE BOARD. ALSO NOTEWORTHY IS THE INSTITUTION OF THE OFFICE OF CORRECTIONAL INVESTIGATOR - AN OMBUDSMAN-LIKE POSITION THAT REPORTS DIRECTLY TO THE SOLICITOR GENERAL. HARSHER PENALTIES WERE IMPOSED FOR CRIMES COMMITTED WHILE ON LEAVE OR PAROLE. --IN ENGLISH AND FRENCH
