Abstract
THE REQUIREMENTS FOR A MULTILEVEL CRIMINAL JUSTICE INFORMATION SYSTEM WERE ESTABLISHED BY ANALYZING INFORMATION TRANSACTIONS PERFORMED BY EACH CRIMINAL JUSTICE AGENCY. THIS REPORT PRESENTS A DETAILED DISCUSSION OF THE ELEMENTS OF DATA HANDLING AND THE VARIOUS OPTIONS FOR MECHANIZING THESE ELEMENTS. THE TECHNICAL, ECONOMIC AND POLITICAL PROBLEMS INVOLVED IN IMPLEMENTING A STATEWIDE SYSTEM ARE DISCUSSED. THE APPENDIXES CONTAIN ANALYSES OF THE STEPS NECESSARY FOR OPERATIONS, OPERATIONAL CONTROL, MANAGEMENT CONTROL, AND STRATEGIC PLANNING OF A MULTILEVEL CRIMINAL JUSTICE INFORMATION SYSTEM.
