DISCUSSION OF TWO PARALLEL PROJECTS DESIGNED TO MORE EFFECTIVELY LOCATE AND IDENTIFY SERIALLY NUMBERED STOLEN PROPERTY BY INCREASING AND IMPROVING THE USE OF COMPUTERIZED INFORMATION SYSTEMS.
Abstract
THIS RESEARCH ACTIVITY, UNDERTAKEN BY THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE, INCLUDED SIX MAJOR PHASES: ANALYSIS OF THE NCIC ARTICLE FILE, FIELD INVESTIGATIONS TO DETERMINE THE REASONS FOR UNDERUTILIZATION OF THE ARTICLE FILE, DEMONSTRATION, LEGISLATIVE REVIEW, THE PROPERTY IDENTIFICATION MANUAL, AND EVALUATION DESIGN. THE FIELD INVESTIGATIONS OF 25 MUNICIPAL COUNTY, AND STATE LAW ENFORCEMENT AGENCIES ARE SUMMARIZED IN SECTION ONE OF THIS REPORT. THE THIRD PHASE OF THIS PROJECT, INVOLVING A DEMONSTRATION EXERCISE CONDUCTED IN THREE PREVIOUSLY VISITED AGENCIES, IS SUMMARIZED IN SECTION TWO. SPECIFIC RECOMMENDATIONS FOR IMPROVING THE USE OF SERIAL NUMBERS IN THE INVESTIGATION OF LOST, STOLEN, AND RECOVERED PROPERTY ARE OUTLINED IN SECTION THREE. SUGGESTED ARE THE ENACTMENT OF A MODEL STATUTE, INVESTIGATOR USE OF THE PROPERTY IDENTIFICATION MANUAL, INCREASED RECRUIT AND IN-SERVICE TRAINING, NCIC POLICY AND PROCEDURE REVIEW, REASSESSMENT OF PERSONNEL ASSIGNMENTS, REASSESSMENT OF PROPERTY ROOM ACTIVITIES, AND EXPANSION OF PUBLIC INFORMATION AND EDUCATION PROGRAMS. THE APPENDIX CONTAINS A COPY OF THE SAMPLE QUESTIONNAIRE USED IN THE FIELD INVESTIGATION PHASE AND DATA ON THE OPERATION IDENTIFICATION PROGRAM.
