STANDARDS AND PROCEDURES GOVERNING CLASSIFICATION OF INMATES AT THE NEW HAMPSHIRE STATE PRISON ARE DELINEATED.
Abstract
THE CLASSIFICATION SYSTEM DESCRIBED IN THE MANUAL REPLACES THE PREVIOUS SYSTEM OF MULTIPLE CLASSIFICATION BOARDS WITH A SINGLE BOARD RESPONSIBLE FOR ALL MATTERS RELATING TO CLASSIFICATION OF PRISONERS FROM THEIR ARRIVAL AT THE PRISON UNTIL THEIR RELEASE. THE BOARD RENDERS DECISIONS REGARDING CUSTODY GRADES, HOUSING ASSIGNMENTS, SPECIAL STATUS, LEGAL CONDITIONS, WORK/TRAINING ASSIGNMENTS, EDUCATIONAL OPPORTUNITIES, POSTRELEASE PLANS, SPECIAL PROGRAMS, AND TRANSFERS. AN OVERVIEW OF THE CLASSIFICATION PROCESS IS FOLLOWED BY SECTIONS ON RECEPTION AND DIAGNOSIS PROCEDURES, COMPONENTS OF THE CLASSIFICATION PROCESS (INCLUDING CRITERIA FOR VARIOUS CLASSIFICATION DECISIONS), THE DATA BASE ON WHICH CLASSIFICATION DECISIONS ARE BASED (PSYCHOLOGICAL TESTS, SOCIAL AND EDUCATIONAL HISTORIES, WORK HISTORIES, ASSESSMENT OF RISK, ETC.), BOARD PROCEDURES (COMPOSITION, AUTHORITY, ANNOUNCEMENT OF ACTIONS), INMATE SCHEDULING, ADMINISTRATIVE BYPASS OF THE BOARD, INMATE REQUESTS TO APPEAR BEFORE THE BOARD, AND ADMINISTRATIVE PROCESSING. A CATALOG OF WORK/TRAINING/JOB POSITIONS OPEN TO NEW HAMPSHIRE INMATES IS INCLUDED. (LKM)
