ACCOMPLISHMENTS OF THE DIVISION OF CRIMINAL JUSTICE SERVICES OF NEW YORK DURING 1978 ARE DETAILED.
Abstract
THE DIVISION OF CRIMINAL JUSTICE SERVICES IS ORGANIZED INTO FOUR MAJOR PROGRAMS INCLUDING THE OFFICE OF IDENTIFICATION AND DATA SYSTEMS (IDS), THE OFFICE OF PLANNING AND PROGRAM ASSISTANCE (OPPA), THE BUREAU FOR MUNICIPAL POLICE (BMP), AND THE OFFICE OF SPECIAL SERVICES (OSS). GOALS AND OBJECTIVES OF THE DIVISION INCLUDE ADVISING AND ASSISTING THE GOVERNOR IN PROGRAM AND POLICY DEVELOPMENT; MAKING RECOMMENDATIONS TO AGENCIES IN THE CRIMINAL JUSTICE SYSTEM FOR IMPROVING ADMINISTRATION AND EFFECTIVENESS; CONDUCTING RESEARCH, STUDIES, AND ANALYSES OF THE ADMINISTRATION OF CRIMINAL JUSTICE; AND ESTABLISHING, THROUGH ELECTRONIC DATA PROCESSING AND RELATED PROCEDURES, A CENTRAL DATA FACILITY CONTAINING CRIMINAL RECORDS, PERSONAL APPEARANCE DATA, FINGERPRINTS, PHOTOGRAPHS, AND HANDWRITING SAMPLES. DURING 1978, THE DIVISION'S IDS INITIATED A CONCENTRATED EFFORT TO ENSURE THAT EACH AGENCY WITHIN THE STATE AND EACH OUT-OF-STATE AGENCY UTILIZING THE IDENTIFICATION PROGRAM EXECUTE SIGNED USE AND DISSEMINATION AGREEMENTS. IN ADDITION, FILE RECTIFICATION PROJECTS WERE CONTINUED TO IMPROVE THE SYSTEM'S INTEGRITY. DURING 1978, OPPA MOVED TOWARD FINAL IMPLEMENTATION OF ITS AUTOMATED FISCAL MANAGEMENT INFORMATION SYSTEM AND ENDORSED FUNDING FOR A VARIETY OF PROGRAMS. THE BMP CONTINUED WITH ITS PROGRAM FOR THE ADMINISTRATION OF POLICE INSTRUCTOR DEVELOPMENT SEMINARS THROUGHOUT THE STATE; FOUR INSTRUCTOR CLASSES WERE CONDUCTED ON A REGIONAL BASIS. FINALLY, THE OSS WAS CREATED TO DIRECT, COORDINATE, AND ADMINISTER THE OVERALL ACTIVITIES OF SPECIAL PROGRAMS WHOSE OBJECTIVES ARE TO PROVIDE VITAL SERVICES AND ASSISTANCE TO PARTICULAR SEGMENTS OF THE CRIMINAL JUSTICE COMMUNITY.
