Abstract
AN OVERVIEW OF CRIME IN NEWFOUNDLAND PRECEDES THE BODY OF THE REPORT. THE FOLLOWING TOPICS ARE CONSIDERED: THE ADMINISTRATIVE ORGANIZATION OF CORRECTIONAL SERVICES; POLICE ROLES AND COMMUNITY RELATIONSHIPS; CORRECTIONS AND WELFARE; JUVENILE OFFENDERS; PROBATION; LOCAL JAILS; FEMALE OFFENDERS; HER MAJESTY'S PENITENTIARY; TRAINING SCHOOLS; NATIVE (INDIAN) OFFENDERS; PAROLE; AND FINANCIAL MANAGEMENT. THE MOST PRESSING NEED IDENTIFIED IN THE REPORT IS THE ESTABLISHMENT OF A PROBATION SERVICE AS AN ALTERNATIVE TO IMPRISONMENT.
