Abstract
THE MARKED INCREASE IN THE PROPORTION OF THE RESIDENT POPULATION COMPRISING NEW COMMITMENTS FOR 1971 AND 1973 WAS ATTRIBUTED TO THE LEGAL CHANGE IN THE AGE OF MATURITY FROM 21 TO 18 WHICH OCCURRED IN 1972.
