Abstract
THE REPORT COVERS THE DEPARTMENT'S ORGANIZATION AND OPERATIONS, INSTITUTIONAL OPERATIONS, PRISON POPULATION, PAROLE AND COMMUNITY SERVICES, FINANCIAL OPERATIONS, PARTICIPATION IN FEDERAL PROGRAMS, AND PENAL INDUSTRIES PROGRAM. THE SECTION ON INSTITUTIONAL OPERATIONS INCLUDES BRIEF DESCRIPTIONS OF EACH OF THE STATE'S SEVEN ADULT CORRECTIONAL INSTITUTIONS, PLUS INFORMATION ON INMATE MEDICAL SERVICES, THE HOME FURLOUGH PROGRAM (WHICH COMPLETED ITS SECOND YEAR WITHOUT VIOLATIONS), INMATE EDUCATIONAL PROGRAMS, RELIGIOUS SERVICES, CITIZEN ADVISORY COUNCILS, ALTERATIONS IN THE INMATE GRIEVANCE SYSTEM, INMATE LAWSUITS, AND EMPLOYEE TRAINING. STATISTICS ARE PRESENTED ON PRISON COMMITMENTS (BY COUNTY AND BY OFFENSE) FOR 1977 AND PRIOR YEARS. DURING FISCAL 1977, THE PRISON POPULATION CONTINUED TO CLIMB FOR THE FOURTH CONSECUTIVE YEAR, INCREASING FROM 12,285 IN JULY 1976 TO 13,047 IN JUNE 1977. THE REPORT ALSO COVERS PAROLE BOARD ACTIVITIES (INCLUDING THE USE OF SHOCK PAROLE), PAROLE SUPERVISION CASELOADS, PROBATION SERVICES, COMMUNITY CORRECTIONAL PROGRAMS, AND STANDARDS DEVELOPMENT FOR LOCAL JAILS. STATISTICS ON OPERATING EXPENSES, A PROFIT-AND-LOSS STATEMENT FOR THE PENAL INDUSTRIES PROGRAM, AND AN ACCOUNT OF EXPENDITURES OF FEDERAL FUNDS ARE ALSO INCLUDED. (LKM)
