THE ACTIVITIES OF THE OHIO DEPARTMENT OF REHABILITATION AND CORRECTIONS DURING FISCAL 1976 ARE REPORTED.
Abstract
THE REPORT OPENS WITH A DESCRIPTION OF THE DEPARTMENT'S ORGANIZATION AND ADMINISTRATION. SUBSEQUENT SECTIONS COVER EMPLOYEE TRAINING, INSTITUTIONAL OPERATIONS, PAROLE AND COMMUNITY SERVICES, FINANCES, PARTICIPATION IN FEDERAL PROGRAMS, AND PENAL INDUSTRIES. DURING THE REPORTING PERIOD, 70,688 HOURS OF TRAINING WERE PROVIDED TO 8,357 CORRECTIONS EMPLOYEES. IN ADDITION, 45 EMPLOYEES WERE GRANTED LEAVE TO ATTEND JOB-RELATED COURSES AT COLLEGES AND TECHNICAL SCHOOLS. OTHER ACCOMPLISHMENTS DURING THE YEAR INCLUDED THE ESTABLISHMENT OF CITIZEN ADVISORY GROUPS AT ALL OF THE STATE'S SEVEN PRISONS, THE INTRODUCTION OF A HOME FURLOUGH PROGRAM FOR SELECTED INMATES, AND THE CREATION OF A NEW BUREAU TO HELP LOCAL JAILS DEVELOP STANDARDS. AMONG THE DEPARTMENT'S COMMUNITY CORRECTIONAL PROGRAMS ARE A 5-WEEK 'CRASH COURSE' ON HOW TO FIND AND KEEP A JOB (FOR CHRONICALLY UNEMPLOYED PAROLEES), AND THE HIRING OF EX-OFFENDERS AS PAROLE OFFICE AIDS. THE STATE'S PRISON POPULATION INCREASED FROM 10,707 IN JULY 1975 TO 12,285 IN JUNE 1976. SUPPORTING DATA, INCLUDING A DETAILED FINANCIAL REPORT FOR THE PENAL INDUSTRIES PROGRAM, AND PROVIDED. (LKM)
