This 2004 Annual Report and State Plan Update for the Oklahoma Commission on Children and Youth (OCCY) provides information and data on the year's work related to the commission's broad mission of improving the lives of the State's children.
Abstract
The OCCY was created by the Oklahoma Legislature to provide independent oversight of the children and youth service system; to assist communities in developing partnership boards intended to improve services to children and their families; and to provide leadership in testing models and demonstration projects that serve children and youth. This report summarizes the commission's work in monitoring programs for children and youth, investigating complaints, and working with communities to improve outcomes for children and their families. Reports are provided for each of 13 OCCY programs. The 2005 State Plan Update builds on the 2004 goal of developing children's behavioral health services, including increased funding for mental health services in juvenile detention centers and ensuring there are a sufficient number of beds for psychiatric residential treatment and treatment in acute care facilities. Additions to the plan include the provision of additional training, recruitment, and retention of direct-care staff and improving field-level customer service. Four appendixes cover the 2004 achievement of the Community Partnership Board, information on public and private juvenile facilities, summaries of Positive Youth Development pilot projects, and the 2005 Update for the State Plan for Services to Children and Youth.
