This report covers the proceedings of the fifth session of the open-ended intergovernmental working group on improving the governance and financial situation of the United Nations Office on Drugs and Crime, which includes the working group's adoption of its report to the Commission on Crime Prevention and Criminal Justice for its review and consideration at its meeting on April 16-24, 2009.
Abstract
A review of the mandate of the working group reports that in 2008 the Commission on Narcotic Drugs, in its decision 51/1, and the Commission on Crime Prevention and Criminal Justice, in its decision 17/2, established the working group for the purpose of discussing and preparing recommendations to be presented to the commissions on how to ensure political ownership by United Nations member states, as well as on how to improve the governance and financial situation of the United Nations Office on Drugs and Crime (UNODC). The working group was instructed to present its report to the two commissions for consideration at their sessions in March and April 2009. The report notes that many representatives of the member states on the working group indicated the UNODC had fallen short of its mandate due to several factors, including the lack of strategic guidance from member states, the lack of predictable and sufficient financial resources, and, in some cases, the lack of funding for the mandates instituted through resolutions of the two commissions. This report offers recommendations for improving UNODC governance and the political ownership of member states in providing clear policy directives to UNODC regarding the use of resources. Recommendations are also offered for improving the UNODC's financial situation. Appended list of documents before the working group
