This report presents statistics for 1986-91 pertinent to powers granted to police in England and Wales under the Police and Criminal Evidence Act of 1984 (PACE), which was implemented on January 1, 1986.
Abstract
For certain PACE provisions, there is a statutory requirement that chief officers of police collect and publish statistics that monitor the use of the provisions. These provisions address stops and searches of persons or vehicles, road checks, detention of persons, and intimate searches of persons. Statistics presented pertain to searches of persons and vehicles and resultant arrests by reasons for search and arrest; road checks by reason for road check; persons detained for more than 24 hours; warrants of additional detention and persons charged; and intimate searches by person conducting the search, reason for search, and outcome. More detailed tables are provided by police force area. The statistics indicate that in 1991 the police performed 303,800 stops and searches under PACE, an 18-percent increase from 1990. A total of 46,200 arrests resulted from stops and searches in 1991, an 18-percent increase compared to 1990; approximately 15 percent of stops and searches resulted in arrests. A total of 222 road checks were recorded in 1991, compared with 298 in 1990 and 227 in 1989. In 1991, 366 persons were detained for more than 24 hours and were subsequently released without charge, 32 percent fewer than in 1990. There were 271 warrants of further detention in 1991, granted to extend detention beyond 36 hours.
