The report evaluates the organization and management framework of the Oconomowoc Police Department (Wisconsin).
Abstract
Technical assistance was requested by the city to study its police department and to make recommendations for change regarding manpower allocation, organization and planning, training, and the feasibility of partial or full consolidation with other area departments. A 5-day, on-site evaluation was conducted during January 1977. The evaluation featured interviews with police and city officials, observance of police procedures, examination of police reports and records, and analysis of statistical data. Evaluators recommend that no formal arrangement for full consolidation of law enforcement services be attempted at this time. However, arrangements for sharing of dispatch and in-service training resources with neighboring departments should be pursued. A 911 emergency telephone system should be implemented. A new records system should be developed to facilitate information retrieval, and a juvenile bureau should be established. Windows in the caged evidence area should be replaced with bricks. In general, the city is to be commended for having a well-trained, dedicated police department. A sketch for suggested layout of the police department offices is appended.
