These appendixes supplement the main report on out-of-State placement of children. They include the text of interstate compacts on juveniles, their placement, and mental health. They also cite other State statutes and laws relevant to out-of-State placement, and present the case study notes used in the main study.
Abstract
The seven case studies were done in Alaska, California, Louisiana, Michigan, New Jersey, New York, and Virginia. The notes describe the reasons for the State's selection as a study site and present study methodology. The existing organization, services, and laws affecting out-of-State placement are reviewed, after which major issues are identified. The studies close with conclusions and recommendations. The specific statutes and rules cited in the appendices are long-arm and related jurisdictional statutes and rules, child import/export statutes, facility statutes, educational and mental health placement authority statutes, and miscellaneous laws.
