This article provides an overview of counterterrorist (CT) activities.
Abstract
Highlights of the activities since the last NRT/RRT Co-Chairs meeting include the Environmental Protection Agency’s CT Strategy and Workplan, Resource Inventory Database Project, interagency coordinated planning, interagency briefings on NRS roles and responsibilities, fact sheets for Federal, State and local partners, and additional copies of the CT primers. Also included were the NBC Domestic Preparedness Training Program under Nunn-Lugar-Domenici, Sustainment training process for the NBC Domestic Preparedness Training Program, OSC/Removal Manager CT Training Program, and regional training activities. Incidents and special event highlights were the Denver Summit of Eight, and regional responses to incidents, including several bomb threats and the Las Vegas “anthrax” incident. FY98 CT activities under the heading of program development and guidance included continuing upgrading equipment as necessary, ensuring timely deployment of resources, and increasing community preparedness. Interagency coordination efforts will include the EPA continuing to work with the Federal Bureau of Investigation (FBI), USCG, FEMA, and others to refine the role of the NRS and ESF #10. Efforts will also include providing general outreach to other D/As, States, and locals on the National Response System; continuing to participate in/monitor General Accounting Office (GAO) reports; and refining internal/external communications during incidents. Training and exercises were participating in the development of an interagency CT exercise strategy; participating in interagency CT exercises as resources permit; developing an EPA CT training strategy; and participating in the NBC Domestic Preparedness Training Program.
