These hearings examine bills to transfer parole authority over D.C. offenders housed in Federal prisons from the U.S. Parole Commission to the D.C. Parole Board (H.R. 2050) and to clarify D.C. versus Federal Government jurisdictional issues (H.R. 3370).
Abstract
Opening testimony from members of the D.C. City Council and D.C. Government agencies supported the bills, although some provisions were criticized and alternatives proposed. Major reasons given were improving criminal justice system efficiency and moving closer to home rule for the District. Representatives from the D.C. Council for Court Excellence and the D.C. Bar Courts Study Implementation Committee expressed general support for H.R. 3370 which enhances the experience of assistant corporation counsels, authorizes hearing commissioners for the court on a permanent basis, and improves judicial nominations and tenure commissioners procedures. The remainder of the hearings concerned final approval and mark up of H.R. 2050 on the parole board, H.R. 3578 -a clean bill for H.R. 3370 on court procedures, and H.R. 2946 -- a clean bill for H.R. 2717 on the D.C. jury system previously reported out by the Subcommittee.
