THIS TECHNICAL ASSISTANCE REPORT EVALUATES A POLICE STUDIO USED IN BASIC AS WELL AS IN-SERVICE TRAINING.
Abstract
FIVE PROBLEM AREAS ON WHICH THE TEXAS DEPARTMENT OF PUBLIC SAFETY (DPS) REQUESTED RECOMMENDATIONS WERE THE COST-EFFECTIVENESS OF TELEVISED TRAINING PROGRAMS, THE COST-EFFECTIVENESS OF MAKING RECRUITING PRODUCTIONS, THE SIZE AND COST OF STUDIO LIGHTING, HOW A VIDEO COMMITTEE SHOULD BE HANDLED IN THE DEPARTMENT, AND THE COST-EFFECTIVENESS OF PREPARING PUBLIC SERVICE ANNOUNCEMENTS FOR LOCAL TELEVISION. RESULTS OF THE STUDY SHOWED THAT FOR DPS TRAINING USE THE EQUIPMENT WAS ACCEPTABLE. IT WAS NOT FOUND ACCEPTABLE FOR PRODUCING PUBLIC SERVICE AND RECRUITING ANNOUNCEMENTS. BECAUSE OF COST DIFFERENCES, THE HALF-INCH VIDEO FORMAT WAS FOUND SUPERIOR TO THE THREE-QUARTER INCH VIDEO FORMAT. FOR STUDIO LIGHTING A TELEVISION SYSTEM LIGHTING GRID WAS PROPOSED THAT WAS LESS EXPENSIVE THAN HAD BEEN PLANNED. IN THE PROPOSED GRID SYSTEM, 6,000-WATT DIMMERS WOULD BE PLACED IN THE CIRCUIT ROW FOR BRIGHTNESS, CONTRAST CONTROL, AND FLEXIBILITY. ALL LIGHTING MATERIALS COULD BE TRANSPORTED TO ANOTHER SITE SHOULD THE DPS DECIDE TO MOVE THE STUDIO. THE SYSTEM ALSO REPRESENTS A SIGNIFICANT SAVING OVER THE ONE PREVIOUSLY CONTEMPLATED. TO CONTROL PROGRAM CONTENT AND COORDINATE THE ENTIRE EFFORT INVOLVED IN EACH VIDEO PROJECT, A SEPARATE COMMITTEE SHOULD BE SET UP FOR EACH DPS PRODUCTION. THE REPORT INCLUDES A LIST OF THE DPS VIDEO EQUIPMENT, ESTIMATED DISTRIBUTION COSTS FOR EACH DISTRICT HEADQUARTERS, PHOTOGRAPHS OF THE PROPOSED STUDIO AREA, AND LAYOUTS FOR THE STUDIO AND GRID LIGHTING SYSTEM, AND A COPY OF THE DPS GRANT PROPOSAL.
