PLAN FOR REDUCING BURGLARY AND STREET CRIME CONCENTRATES ON THE AREAS OF PREVENTION, JUSTICE ADMINISTRATION AND CORRECTIONS.
Abstract
PROGRAM GOALS ARE TO REDUCE THE NUMBER OF PERSONS WHO ENTER THE CRIMINAL JUSTICE SYSTEM BY ALLEVIATING THE ENVIRONMENTAL CONDITIONS WHICH PROMOTE CRIME, REDUCE RECIDIVISM BY PROVIDING COMPREHENSIVE SERVICES TO OFFENDERS, AND SECURE AN ATMOSPHERE OF SAFETY, AND PROTECTION AND FREEDOM FROM INJURY AND LOSS OF PROPERTY BY IMPROVING THE CAPACITY OF THE GOVERNMENT TO ADMINISTER THE CRIMINAL LAW. ADDITIONAL PROGRAM OBJECTIVES CONCERN THE SWIFT DISPOSITION OF CRIMINAL CASES, AND THE IMPROVEMENT OF POLICE DETECTION AND RESPONSE TO CRIMINAL ACTIVITY. DATA RELATING TO THE INCIDENCE OF BURGLARY AND ROBBERY IN THE CITY OF PORTLAND FOR 1971 WAS UTILIZED TO ESTABLISH TARGET AREAS FOR EFFORTS TO REDUCE CRIME. INFORMATION ON THESE HIGH CRIME AREAS AND THEIR SOCIOECONOMIC CHARACTERISTICS ARE CONTAINED IN THIS DOCUMENT.
