Correctional officials affiliated with the South Idaho Correctional Institution (SICI) conducted an evaluation of the SICI prerelease program based on responses to the program from participants and parole officers, employment outcomes, and a recidivism survey.
Abstract
Despite the involuntary nature of the prerelease program and the fact that some inmates had to leave paying jobs when assigned to the program, all inmates gave every section of the program consistently high marks. Parole officers in general believed that program completers were more likely to be successful in their post-prison endeavors than program noncompleters. Employment data gathered for the Federal Job Training Partnership Act (JTPA) program indicated positive outcomes for completers of the SICI prerelease program. Data on recidivism also confirmed the utility of the prerelease program. The completers have found jobs and are following up on the institutional program with community-based service providers. One only program completer, as of this publication date, had returned to prison. 5 tables, 1 reference, and 4 appendixes
