The Prescription Drug Monitoring Program Training and Technical Assistance Center (PDMP TTAC) reports 2020 data and 2021 features of the Louisiana state Prescription Drug Monitoring Program (PDMP).

 

Abstract

The name of the Louisiana PDMP is Louisiana Prescription Monitoring Program (PMP), which is administered by the Louisiana Board of Pharmacy. The URLs are provided for the PMP main website and related websites for enrollment, queries, and data upload. Contact information is provided for the PMP Assistant Executive Director and the Administrative Assistant. In 2020, the Louisiana state population was 4,661,468, and there were 22,834 DEA-registered prescribers and 1,268 DEA-registered dispensers. The PMP publishes 13 reports on its organization and functioning. Funding sources are controlled-substance registration fees and a CDC grant. Four full-time employees and one part-time employee perform PMP operational tasks. Another employee focuses on analytical/epidemiological issues. Dates are provided for key developments in the establishment and evolution of the PMP. Nine miscellaneous capabilities and policies are listed. Under the data retention policy, the PMP retains a minimum of 5 years of prescription transaction information for review by persons authorized to access the information. Training in the features and functions of PMP is available but not required for prescribers, dispensers, law enforcement personnel, and the Regulatory Board. Requirements for a PMP account are provided. Queries of PMP by law enforcement personnel require either a subpoena, court order/approval, or a search warrant. Access is through a web portal. Enrollment with PMP is required for prescribers and dispensers, and prescriber use of the PMP is required. The Regulatory/Licensing Board is authorized to enforce PMP mandates. Veterinarians are exempted from enrollment and have no authority to query PMP.
