Information and data are presented for the Montana prescription drug monitoring program, named the Montana Prescription Drug Registry (MPDR), which is administered by the Montana Board of Pharmacy.
Abstract
The MPDR's email and website addresses are provided, along with contact information for the MPDR's Program Manager and Executive Director. Statistics for 2016 cover the state population (1,042,520), DEA registered prescribers (5,917), and DEA registered dispensers (255). Information and data on MPDR's technological capabilities address ASAP versions accepted; data transmission methods allowed; required data transmitters; data collection, storage, generation, and access; data sharing; data access; and patient matching. The MPDR monitors the prescribing and dispensing of controlled substances in schedules II, III, IV, and V. No other drugs are reported as monitored. Important dates for the development of the MPDR pertain to enabling legislation (July 2011) and becoming operational (March 2012). Reporting frequency is daily. Access information is provided for statutes and rules relevant to MPDR policies and procedures. The MPDR has a data retention policy that requires the purging of data after 3 years. MPDR data fields noted include patient payment method used to purchase a monitored drug and the record of patient identification. MPDR miscellaneous capabilities and policies include the authority to release de-identified data, the authority to release data for epidemiological or educational purposes, and patient access to queries regarding his/her monitored drug purchases. Training in the features and uses of MPDR is available for prescribers, dispensers, law enforcement personnel, and members of the regulatory board; it is required for prescribers and dispensers before they can use the MPDR. MPDR available reports are listed. Reports authorized for production by each type of requestor are noted.
