This was a report for the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which was to meet in Havana, Cuba, from August 27 to September 7, 1990.
Abstract
The focus is on implementing the United Nations Standard Minimum Rules. Subtopics are dissemination of information, promotion of the policy and principles of the Rules, legislative reform, age of criminal responsibility, juvenile courts, custodial facilities, professionalization of juvenile justice personnel, community involvement and prevention of delinquency, research, and international coordination. In these contexts, the governments of three countries--Canada, India, and Italy--describe the institutional reforms that have taken place.
