The Minnesota 1994 Probation Standard Task Force proposes recommendations designed to comply with six directives.
Abstract
One directive is to determine how many additional probation officers are needed. The task force recommends an additional 564 full-time equivalent probation officers statewide. Another directive is to decide how much funding is required to provide the necessary additional probation officers. The task force believes $41,464,152 is required to fund the additional 564 probation officers. A third directive is to determine what funding method should be used for the new positions, including relative county and State obligations. The task force recommends a single funding formula. A fourth directive concerns appropriate standardized case definitions and reporting procedures to facilitate uniform reporting of the number and type of cases and offenders. Under the fifth directive, the task force recommends legislative changes that are needed to implement objectively defined case classification systems. The sixth directive pertains to general recommendations that are proposed to improve the quality and administration of probation services in the State. The task force recommends that a task force be established to review and make recommended changes related to the new correctional funding method. Appended supplementary data and information
