This report recommends options for probation/supervision and aftercare services to Wisconsin's delinquent youth, delineates policy alternatives, and develops appropriate standards.
Abstract
Supervision and aftercare services should (1) assist in the reintegration of youth after intervention that has removed them from their home community, (2) encourage the development or redevelopment of relations between parents and youth, (3) provide or arrange for services to youth and their families, and (4) arrange for out-of-home placement for youth according to the least restrictive philosophy of the Children's Code. In collecting and transferring information about delinquent youth to ensure delivery of individualized services, the Department of Health and Social Services should recommend that all county agencies use the standardized format and content for all court reports recommended in this report as well as the recommended format and content for the form committing youth to Department custody. Other recommendations focus upon criteria that ensure effective and efficient supervision and aftercare services, options as to which agencies should provide supervision services and aftercare services, and the role of the Department when counties provide aftercare services. The addendum provides a list of the standards for the program or system components developed by the Supervision and Aftercare Services Committee.
