The New York City Highway Safety Officer is responsible for accidental prevention as well as the safe and expeditious flow of traffic in accordance with the standards established by the Federal Highway Safety Act.
Abstract
This manual discusses the Highway Safety Act standards, covering identification and surveillance of accident locations, traffic records, pedestrian safety, police traffic services, and accident investigation and reporting. The manual discusses identification of accident- and violation-prone locations as well as procedures for reporting and recording enforcement. Other topics include traffic surveys, enforcement duties, attendance at community and safety councils, and school crossing guard training. Highway Safety Officers must be aware of procedures related to accidents involving department vehicles, traffic control devices, borough traffic coordination, and hazardous driving violations.
