Abstract
The course relies on lecture, discussion, and exercises to achieve its objectives, and emphasizes awareness, information, and skills development. General course objectives relate to hazard analysis, policy development, role analysis, policy analysis, and the communication of public policy. Specific course topics deal with hazard analysis in emergency management, the analysis of community hazards, hazard vulnerability, the policy analysis process, role analysis in emergency management, role relationships and conflict, policy analysis under emergency conditions, and policy development and the media. The instructor guide provides a framework for instructional planning that stresses structured lessons and communication. Appendixes contain references, videotape scripts, and visuals.
