The National Drug Intelligence Estimate of the Royal Canadian Mounted Police (RCMP) presents a comprehensive annual review of the origin and volume of drugs on the Canadian market, drug transport modes, trafficking routes, and drug money flow.
Abstract
RCMP seized 55.15 kg of heroin in 1990, 60 percent more than in 1989. The number of persons charged with heroin trafficking and importation offenses more than doubled in 1990. Notwithstanding these increases, heroin purity and prices remained relatively stable in Canada and there was little appreciable change in the heroin user population. RCMP seized 247.57 kg of cocaine in 1990, 66 percent less than in 1989. Cocaine purity in both wholesale and retail quantities was stable, although street cocaine prices dropped by as much as 25 percent. The cocaine derivative crack remained widely available in such large urban centers as Halifax, Montreal, Toronto, and Windsor. Domestic laboratories produced most of the illicit chemical drugs available in Canada, and Quebec and Ontario were the major chemical drug manufacturing centers. The RCMP seized 84,163 kg of cannabis in 1990, a huge increase over 1989 when 6,194 kg were seized. Hashish seizures rose by almost 3,000 percent, up from 2,189 kg in 1989 to 67,793 kg in 1990. Air, land, and maritime drug transport modes are noted, as well as RCMP efforts to trace and seize illegally acquired drug money and assets. 41 figures
