INCLUDED IN THIS REPORT ARE A DESCRIPTION AND CRITIQUE OF THE EXISTING TEXAS CORRECTIONAL SYSTEM AND A SERIES OF RECOMMENDATIONS FOR REFORM IN SUCH AREAS AS PRISONER'S RIGHTS, INMATE PROGRAMS, AND CORRECTIONAL PROCEDURES.
Abstract
THE MATERIALS PRESENTED IN THIS REPORT ARE THE RESULT OF INFORMATION OBTAINED IN PUBLIC HEARINGS ACROSS THE STATE, TESTIMONY FROM CITIZENS, EX-INMATES, AND REPRESENTATIVES OF GROUPS OPPOSING AND SUPPORTING PRISON REFORM, AND INTERVIEWS WITH CORRECTIONAL OFFICIALS, GUARDS, EMPLOYEES, AND INMATES. AMONG THE SPECIFIC AREAS FOR WHICH CRITICISMS AND REFORM RECOMMENDATIONS ARE PROVIDED ARE MEDICAL CARE, MENTAL HEALTH, EDUCATION, PRISONERS ACCESS TO COURTS AND COUNSEL, RACIAL DISCRIMINATION, DISCIPLINE, ABUSE OF INMATES, AND CENSORSHIP. ALSO INCLUDED ARE RECOMMENDATIONS CONCERNING CLASSIFICATION OF INMATES, VISITING, SAFETY, RECREATION, INMATE COMPENSATION, THE GOREE UNIT FOR WOMEN, GRIEVANCE PROCEDURES, AND PAROLE.
