The Federal Courts Study Committee conducted a fifteen-month study of the problems of the Federal courts.
Abstract
This report represents parts I and II of their report. Part I analyzes problems and provides a overview of proposals for improvement. Part II consists of detailed descriptions of the committee's proposals. The report reviews the authority, structure, and procedures of the committee. Problems for which the committee made proposals include reallocation of business between the State and Federal systems, creating non-judicial branch forums for business currently in the Federal courts, creating additional capacity within the judicial branch, reducing litigation complexity and expediting its flow, dealing with the appellate caseload crisis, sentencing, Federal court administration, and protecting against bias and discrimination in the judicial branch and the judicial process. 2 appendixes.
