The Interregional Preparatory Meeting for the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders discussed and adopted draft instruments for national and international action which it recommended for consideration.
Abstract
The first topic dealt with concerned the use of force and firearms by law enforcement officials and covered general and special provisions, policing unlawful assemblies, policing persons in custody or detention, qualifications and training, and reporting and review procedures. The recommendations covered the role of lawyers including access to lawyers and legal services, qualifications and training, professional associations, and disciplinary proceedings. The conferees prepared model agreements on the transfer of proceedings in criminal matters and the transfer of supervision of foreign offenders. This report discusses the implementation of U.N. standards and guidelines in crime prevention and criminal justice, the implementation of a code of conduct for law enforcement personnel, the implementation of basic principles on the independence of the judiciary, and the effective investigation of extra legal and summary executions. 1 appendix
