Abstract
COMMENTS ARE MADE ON THE DEFINITIONS AND TYPES COMMUNITY-BASED RESIDENTIAL CARE FACILITIES, SUCH AS SUBSIDIZED FOSTER FAMILY GROUP HOME CARE AND REGULAR GROUP HOME CARE. CATEGORIES OF THE LATTER TYPE INCLUDE COURT-OPERATED GROUP HOME, CONTRACTUAL GROUP HOME, AND BOARD-OPERATED GROUP HOME. AN OUTLINE ON A LOGICAL SEQUENCE IN THE PLANNING AND DEVELOPMENT OF AN OUT-OF-HOME PLACEMENT FOR YOUTHFUL OFFENDERS RECOMMENDS DETERMINING NEED AND DEFINING THE PROBLEM AREA, ENLISTING COMMUNITY SUPPORT, DEVELOPING A PROGRAM, OBTAINING LOCAL FINANCIAL SUPPORT, AND SELECTING A SITE AND PHYSICAL FACILITY. STANDARDS ARE THEN OFFERED IN THE AREAS OF ORGANIZATION AND ADMINISTRATION, PURPOSE AND GOALS, RECORDS AND REPORTS, FISCAL MANAGEMENT, PHYSICAL FACILITY, STAFF, PROGRAMMING, AND LICENSURE AND EVALUATIONS. STANDARDS ARE ALSO LISTED IN THE SAME AREAS FOR SUBSIDIZED FOSTER FAMILY GROUP HOMES, WHICH REQUIRE LESS STAFF TIME AND ADMINISTRATIVE DETAIL.
