STUDY DESIGNED TO IDENTIFY AND ASSESS THE AVAILABLE SOCIAL SERVICE RESOURCES IN THE HARTFORD (CT) AREA AND TO DETERMINE THE CAPABILITIES AND WILLINGNESS OF AGENCIES TO SERVICE EX-OFFENDERS AND THEIR FAMILIES.
Abstract
A GENERALIZED SUMMARY OF SERVICES AVAILABLE IN THE AREAS OF EDUCATION, EMPLOYMENT, FINANCIAL ASSISTANCE, HOUSING, SOCIAL SERVICES, HEALTH AND MENTAL HEALTH, LEGAL ASSISTANCE, AND COMMUNITY-BASED CORRECTIONS IS PRESENTED. A SCHEMATIC CHART OF THE SERVICES PROVIDED AND THEIR LINKAGES TO THE DEPARTMENT OF CORRECTIONS IS PROVIDED FOR EACH FUNCTIONAL AREA. DISCUSSIONS OF SOME OF THE ISSUES AND GAPS IN SERVICES WITHIN THE SPECIFIC AREAS IS FOLLOWED BY BRIEF SUMMARIES SUGGESTING COORDINATIVE FACTORS. RECOMMENDATIONS ARE LISTED FOR EACH AREA OF SERVICE. COMMUNITY AND AGENCY ATTITUDES TOWARDS OFFENDERS AND CORRECTIONS IS DISCUSSED BRIEFLY AND RECOMMENDATIONS FOR CHANGE ARE SUGGESTED. ALSO PROPOSED IS A BEGINNING OUTLINE OF SOME GOVERNING PRINCIPLES FOR A COOPERATIVE PUBLIC/PRIVATE APPROACH TO CORRECTIONS.
