This package includes the first set of revisions and additions to the Virginia model law enforcement policy manual since 1988.
Abstract
The package does not update the complete model manual, as many topics still require reexamination. In some cases, State law references have changed, or police techniques or methods have evolved. Future revisions will address issues that have high liability ramifications, important changes in constitutional procedure, or other concerns of pressing significance. The manual consists of rules and regulations (e.g., general rules of conduct, department organization, inspections, performance evaluations, grievances, off-duty employment, complaints against police, media relations, and firearms) and general orders (e.g., limits of authority, search warrants, arrests, use of force, prisoner transportation, informants, patrol, investigations, collection and preservation of evidence, crime prevention, hostages, victim services, child abuse and neglect, and domestic violence).
