Abstract
GENERAL GUIDELINES ARE GIVEN FOR STATE LAW ENFORCEMENT PLANS WITH COUNTY OR MULTI-COUNTY LAW ENFORCEMENT PLANNING AGENCIES PROVIDING ONGOING INPUT INTO THE STATE PLAN TO BE UPDATED EACH YEAR. LOCAL AGENCIES COULD SERVE AS RESEARCH FACILITIES FOR FACT FINDING, ANALYSIS, AND INTERPRETATION. BROAD AREAS FOR REFORM FOR COUNTY ACTION ARE; COORDINATING POLICE SERVICES TO SHARE LIMITED RESOURCES, JOINT POLICE RECRUITMENT, SELECTION AND TRAINING, JOINT RECORDS AND COMMUNICATIONS, JOINT FIELD OPERATIONS, INVESTIGATIONS, VICE CONTROL AND TASK FORCES, COUNTYWIDE CORRECTION FACILITIES; AND COURT PLANNING. THIS PLANNING CAN HELP TO ELIMINATE PITFALLS WHICH DEVELOP BETWEEN COMPETING LAW ENFORCEMENT SYSTEMS WITHIN AN AREA.
