Four ordinances on handgun control in Illinois are presented, and the court decisions upholding their constitutionality are included.
Abstract
The Chicago Registration Ordinance of 1968 requires the seller to keep a register of all firearms sold or given away and to fill out a registration form containing information about the purchaser and the firearm, which the seller then sends to the city collector. The ordinance requires owners to carry their registration certificate with their firearm, to display it upon the request of a police officer, and to report missing registered firearms. The Chicago Handgun Freeze of 1982 prohibits the registration of firearms after the date on which the ordinance became effective, April 10, 1982. Morton Grove's Ordinance Regulating the Sale of Firearms, bans the sale of handguns in Morton Grove. It states that no new business license will be issued to any handgun dealer, and that all current handgun dealers will be allowed to remain in business for only 90 days following the passage of the ordinance. Finally, Morton Grove's Ordinance 81-11, Regulating the Possession of Firearms and Other Dangerous Weapons, prohibits the possession of handguns by any citizen of Morton Grove, with the exception of peace officers, prison officials, licensed gun collectors, licensed gun clubs, and members of the armed services.
