The report describes the administration, progress, and benefits of the Integrated Criminal Apprehension Program (ICAP) grant project in San Jose, Calif., and gives some background information on the city and local police department.
Abstract
Although the project faced staffing delays due to the city's hiring freeze, it was not adversely affected. ICAP's principal product is the Operations Support Unit (OSU), which enables a structured approach to providing support services to management, patrol, and investigative work. ICAP's purpose was to enhance the manpower allocation process by strengthening management's decisionmaking. San Jose's OSU processed burglary and receiving stolen property cases, representing 40 percent of all felony cases handled by the department. The burglary unit operated more effectively as a result of OSU's input. Appendixes, the bulk of the report, include computer equipment purchase documentation, flow charts and diagrams of OSU, a local evaluator's report, and other materials.
