This document sets for U.S. Department of Health and Human Services guidelines for agency drug testing programs.
Abstract
Part 1 examines the scientific and technical requirements for drug testing protocols. At minimum, testing will be done for marijuana and cocaine. Requirements cover the collections site and the procedures for collecting, controlling, and transporting urine specimens. Procedures for laboratory analysis specify conditions for receiving, preparing, and processing specimens, including initial and confirmatory testing. Storage, security, quality assurance, and documentation also are discussed. Procedures for reporting and review of results are outlined, and the need to comply with the Privacy Act is noted. Part 2 provides model language for use in the development of requests for proposals and contract statements of work for services required for a drug testing program. These cover both collection site specifications and recommended laboratory and testing specifications.
