This web page of the U.S. Justice Department's Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) provides access to tools that assist jurisdictions in implementing Title 1 of the Adam Walsh Child Protection and Safety Act of 2006, the Sex Offender Registration and Notification Act (SORNA).
Access is provided to the following 11 SORNA tools: 1) "Request for Reallocation of Byrne/JAG Grant Funds," which describes how a jurisdiction can request a reallocation of its Byrne/JAG funding solely for SORNA implementation; 2) "Topics in SORNA Implementation," which consists of documents that provide definitions and guidance on a number of topics related to the development of legislation and policies needed to substantially implement SORNA; 3) "National Guidelines for Sex Offender Registration and Notification," which set minimum standards for sex offender registration and notification in the United States; 4) "Supplemental Guidelines for Sex Offender Registration and Notification," which address public notification of juveniles adjudicated delinquent for serious sex crimes, the posting of sex offender information, and reporting of international travel requirements, as well as other issues in SORNA implementation; 5)"SORNA Substantial Implementation Checklist," which guides the substantial implementation of SORNA requirements, but is not a definitive guide to full implementation; 6) "SORNA Exchange Portal," which pertains to sharing information about sex offenders who are relocating between jurisdictions; 7) "SORT" (the Sex Offender Registry Tool), which is a sex offender management application provided by the SMART Office for implementing SORNA registry system requirements; 8) "TTSORS" (Tribe and Territory Sex Offender Registry System); 9)"Dru Sjodin National Sex Offender Public Website," which provides the public with free access to all jurisdictions' sex offender registries; 10) "Submitting Substantial Implementation Materials to the SMART Office;" and 11) DNA Submission by SORNA Tribal Jurisdictions."
