Abstract
UNDER PHASE TWO, THE EVIDENCE TECHNICIAN UNIT (ETU) INCREASED THE NUMBER OF MANWATCHES PER WEEK BY FIFTY PER CENT AS PROPOSED. FIGURES TAKEN FROM THE METROPOLITAN POLICE DEPARTMENT STATISTICAL REPORTS INDICATED A 31 PER CENT INCREASE IN THE NUMBER OF CRIME SCENES SEARCHED BY ETU PERSONNEL. DURING THE SAME PERIOD, THE OVERALL FIGURES FOR REPORTED CRIME IN ST. LOUIS DECREASED. ONE ADDITIONAL MAN WAS TRAINED IN CRIME SCENE PHOTOGRAPHY. RESPONSE TIME FOR ONE MAN AND TWO MAN UNITS WAS REDUCED APPROXIMATELY NINE AND EIGHTEEN PER CENT RESPECTIVELY. THE RESULTS OF A TECHNICAL EVALUATION OF THE PROJECT ARE ALSO SUMMARIZED. DETAILS OF THIS EVALUATION APPEAR IN THE APPENDIX. THE ETU PROJECT HAS BEEN RECOMMENDED FOR EXEMPLARY PROJECT STATUS BY THE ST. LOUIS METROPOLITAN POLICE DEPARTMENT.
