THE ST. LOUIS, MO., METROPOLITAN POLICE DEPARTMENT PRESENTS STATISTICS ON ARRESTS, COMPLAINTS, PERSONNEL, FINANCES, AND RELATED MATTERS FOR 1977.
Abstract
THE REPORT OPENS WITH AN OVERVIEW OF THE DEPARTMENT'S HISTORY, THE POWERS AND RESPONSIBILITIES OF THE BOARD OF POLICE COMMISSIONERS, AND THE BOARD'S PROCEDURES AND ACTIONS. SPECIAL ATTENTION IS DRAWN TO THE BOARD'S INSISTENCE ON MAINTAINING CONTROL OVER THE POLICE BUDGET AND TO THE DEPARTMENT'S FREEDOM FROM POLITICAL CONSTRAINTS IN HIRING, PROMOTION, AND POLICY DECISIONS. IT IS FURTHER OBSERVED THAT THE DEPARTMENT HAS EXPERIMENTED WITH A NUMBER OF INNOVATIVE PROGRAMS AND POLICIES. (ST. LOUIS HAD THE FIRST POLICE COMPUTER IN THE WORLD AND THE FIRST POLICE COMMUNITY RELATIONS PROGRAM IN THE NATION.) STATISTICS ARE PRESENTED ON INDEX CRIMES CLEARED BY ARREST (BY MONTH); INDEX CRIME ARRESTS BY POLICE DISTRICT; AGE, RACE, AND SEX OF ARRESTEES; JUVENILE ARRESTEES; RECOVERY OF STOLEN PROPERTY; COMPLAINTS AGAINST OFFICERS (INCLUDING DISPOSITION AND DISCIPLINARY ACTION TAKEN); TRAFFIC ACCIDENTS, FATALITIES, AND LAW ENFORCEMENT ACTIONS; NUMBER OF RADIO CALLS; FLEET MILEAGE; DISTRIBUTION OF SWORN PERSONNEL BY RANK; AND CIVILIAN PERSONNEL. IN SOME INSTANCES, DATA FROM PREVIOUS YEARS ARE INCLUDED. A FINANCIAL STATEMENT AND AN ORGANIZATIONAL CHART ARE PROVIDED. (LKM)
