Abstract
THE REPORT FOCUSES ON THE STANDARD-SETTING PROCESS, RATHER THAN ON THE CONTENT OF SPECIFIC STANDARDS. IT DEALS WITH THE MANNER IN WHICH STATE STANDARDS AND GOALS PROGRAMS HAVE INCLUDED EMPHASIS ON COMPREHENSIVE PLANNING, A TOTAL CRIMINAL JUSTICE SYSTEM PERSPECTIVE, INTERACTIONS BETWEEN STATE AND LOCAL ACTIVITIES, PUBLIC PARTICIPATION, AND MEASURABLE OBJECTIVES AND MILESTONES. AMONG STATE PROGRAM CHARACTERISTICS EXAMINED IN THE REPORT ARE DOCUMENTATION AND FUNDING STATUS, TYPE OF STANDARDS AND GOALS ORGANIZATION, STAFF SIZE, FUNCTIONAL ACTIVITIES, CITIZEN PARTICIPATION, AND LEGISLATIVE ACTIONS. THE NATIONAL STANDARDS AND GOALS PROGRAM AND THE ROLE OF LEAA IN ENCOURAGING STATE STANDARDS DEVELOPMENT EFFORTS ARE DESCRIBED. THE PROGRESS REVIEW CONSIST OF A NARRATIVE OVERVIEW OF STATE STANDARDS AND GOALS PROGRAMS (GENERAL CHARACTERISTICS, ORGANIZATION CHARACTERISTICS, STANDARDS AND GOALS PROCESSES, PUBLIC PARTICIPATION); INDIVIDUAL STATE PROFILES (TABULAR FORMAT); AND A REVIEW OF THE DISTINCTIVE FEATURES OF THE OVERALL STANDARDS AND GOALS EFFORT (DEVELOPMENT OF ALTERNATIVE MODELS, EXTENT OF COMPREHENSIVENESS, NATURE OF IMPLEMENTATION STRATEGIES). THE REPORT CLOSES WITH A SUMMARY OF STANDARDS AND GOALS ACCOMPLISHMENTS, INCLUDING THE REEXAMINATION OF CRIMINAL JUSTICE STRUCTURES, RELATIONSHIPS, AND ISSUES; GENERATION OF INTEREST IN THE QUALITY OF CRIMINAL JUSTICE THROUGH RESEARCH ASSOCIATED WITH STANDARDS AND GOALS PROGRAMS; AND PROVISION OF NEW TOOLS (E.G., NEEDS ASSESSMENT TECHNIQUES, PROBLEM-SOLVING FORMULAS, DATA-GATHERING TECHNIQUES, PUBLIC FORUM MANAGEMENT, EVALUATION PROCEDURES). EXAMPLES OF THE STANDARDS AND GOALS PROCESS (IN COLORADO AND IN THE FIELD OF JUVENILE JUSTICE) ARE APPENDED. (LKM)
