Abstract
THE HANDBOOK PROVIDES A BROAD DEFINITION AND DESCRIPTION OF A STANDARDS AND GOALS PROCESS, AND DIVIDES THE PROCESS INTO THE FOLLOWING SEVEN COMPONENTS: STAFFING, FUNDING AND SCHEDULING; DEVELOPING THE STANDARDS AND GOALS; GOAL PRIORITY SETTING; CITIZEN AND AGENCY INPUT; ADOPTION OF STANDARDS AND GOALS; IMPLEMENTATION; PROGRESS ASSESSMENT AND REFINEMENT. EACH COMPONENT IS DISCUSSED AND EXAMPLES ARE GIVEN OF VARIOUS APPROACHES MADE BY SELECTED STATES. ALSO INCLUDED ARE OPTIONS NOT CURRENTLY USED BUT FELT TO BE VIABLE. AN ANALYSIS OF THE RELATIVE ADVANTAGES OR WEAKNESSES OF EACH APPROACH IS PROVIDED. APPENDIXES CONTAIN DISCUSSIONS OF SUCH SUBJECTS AS CONFERENCE PLANNING, PUBLIC HEARINGS, AND COMPARATIVE ANALYSES.
