IN THIS REPORT, A 50-STATE EVALUATION IS UNDERTAKEN OF EXISTING AND PROPOSED LINKAGES BETWEEN THE CRIMINAL JUSTICE SYSTEM AND STATE DRUG ABUSE PREVENTION PROGRAMS.
Abstract
THIS DOCUMENT PRESENTS INFORMATION OBTAINED FROM A REVIEW OF 50 STATE DRUG ABUSE PREVENTION PLANS AND IS DIVIDED INTO THREE PARTS. PART I CONSISTS OF A BRIEF SUMMARY OF EACH STATE PLAN. PART II USES FREQUENCY DISTRIBUTIONS TO SUMMARIZE SELECTED ITEMS OF INFORMATION DEVELOPED FROM THE PLANS AND PROVIDES A NATIONAL OVERVIEW. PART III IS MADE UP OF SETS OF TABLES PRESENTING A STATE-BY-STATE REVIEW OF THE DRUG ABUSE PREVENTION PLANS. THE PLANS WERE REVIEWED FOR PRESENCE OR ABSENCE OF GENERAL DRUG ABUSE AND CRIMINAL JUSTICE LINKAGE POLICY STATEMENTS, COMPLETENESS OF INCIDENCE AND PREVALENCE DATA SOURCES, ORGANIZATION AND STRUCTURE OF THE SINGLE STATE AGENCY, LINKAGES WITH THE CRIMINAL JUSTICE SYSTEM WHICH WERE EITHER PLANNED OR ACTUALLY EXISTING, AND CONSTRAINTS TO LINKAGES WITH THE CRIMINAL JUSTICE SYSTEM. ABOUT 60 PERCENT OF THE PLANS REVIEWED WERE FOR FISCAL YEAR 1975-76; THE REMAINDER WERE MOSTLY FOR FISCAL 1974-75.
